Athens County Ohio VHF Simplex Network
"I am Safe" Welfare Messaging Support

Radio Relay International (RRI) offers a suite of documents and software that can assist in the transmission of welfare related messages from a grid-down or disaster area. This RRI Program is called the 'I Am Safe Program'.

This is a specific radiogram format with standardized brief messages (RRC TWENTY SEVEN through FORTY). These standardized messages help to keep the messages brief and are also designed to assist a disaster survivor who might be stressed or confused due to the situation in which they have found themselves.

This simplified system is useful for Simplex Net families, neighborhood networks, and shelter operations.

Front of 2-sided form. ↑ Network routing relies on phone numbers and
City/State/Zipcode, so these are the most important to know.

Back of form. ↑ RRC 'numerals' are entered on the "Number(s)" line
on the front page. Important Note: These message numbers are specific
to RRI/DTN Networking, and are not the same as ARRL usage.

The actual 2-sided form can be Downloaded here.
Please print several copies (both sides) for grid-down backup.

Routing Welfare Messages to outside of Athens Co. destinations:

For experienced Athens Co. traffic handlers (aka: 'NTS On-ramp' stations), routing will likely depend on which US State is the final destination:

For advanced operators with backup computer and electricity access:

There are also two interactive HTML message templates available, but these may be a bit unwieldy, especially under pressure. Still, they may be helpful in a shelter or congregate care setting, and can email the messages directly from the template. For experienced Winlink users, both of these templates are also available in the Winlink templates library without requiring internet access.

Most of this Appendix is available in a single ZIP file for off-line reference. This archive includes all embedded form templates and KD8FKB's Frequencies and Times grid. A nice Tutorial for this Grid is recommended, but is an 'external' link,...not included in the ZIP archive.
